The Northwest Home Equity Assurance Program was established more than thirty years ago under the Illinois Home Equity Assurance Act. Membership is open to residential property owners within the designated service area, and the program is governed by a Board of Governors elected by member homeowners.
Through home-value guarantees, low- and no-interest improvement loans, flood-mitigation rebates, and property-tax assistance, NWHEAP helps families build lasting equity and keeps blocks stable across generations.
Our mission
To stabilize the residential property market on the Northwest Side of Chicago by insuring home values and investing in the long-term health of our neighborhoods.
Governance
NWHEAP is led by a Board of Governors elected from the membership. Meetings are open to the public; agendas and minutes are published on the Meetings page.
History
Founded in 1990 in response to community concerns about housing-market volatility, NWHEAP has paid out improvement loans, mitigation rebates, and equity claims to thousands of households across the service area.
